The European Parquet Federation Welcomes the European Commission's Decision to Initiate an Anti-Absorption Investigation into Imports of Multilayered Wood Flooring from China

The European Parquet Federation (FEP) welcomes the European Commission's decision to initiate an Anti-Absorption investigation into imports of Multilayered Wood Flooring (MWF) from China. This action follows a formal request submitted by FEP on behalf of major EU producers and represents a decisive step to restore the effectiveness of the definitive Anti-Dumping duties imposed on Chinese MWF in July 2025.

The Commission Investigation in line with EU policy aimed at ensuring compliance and enforcement of trade defence measures and is the direct result of compelling evidence demonstrating that Chinese exporting producers have been systematically absorbing the applicable Anti-Dumping duties — which range from 21.3% to 36.1% — by drastically and deliberately reducing their export prices to EU customers.

The evidence gathered by FEP is clear and unequivocal. Since the imposition of definitive measures, import prices from China have fallen significantly — a development entirely at odds with rising raw material costs, higher ocean freight rates and stable currency dynamics, none of which can explain such a sharp price decline. Instead of complying with the measures, Chinese producers have effectively neutralised their remedial effects by continuing to undercut EU industry with artificially low prices and causing ongoing and significant harm.

FEP Managing Director, Isabelle Brose, comments: "The Anti-Dumping duties imposed last year were necessary to level the playing field for European parquet producers. It is unacceptable that Chinese exporters have chosen to circumvent these measures by absorbing the duties instead of adjusting their conduct. We welcome the Commission's timely response and call on it to act with full resolve to restore effective protection for the EU industry."

FEP and the EU parquet producers, who together represent over 50% of total EU production and are present across multiple Member States, are fully committed to cooperating with the Commission throughout the investigation and providing all evidence necessary to support a robust and effective outcome.
